Private schools in Punjab must hold a valid registration and a building fitness certificate from a PEC registered engineer. They must also keep functional CCTV cameras, join the PSCA Public Safety App and follow district security SOPs. Under the new rules, a school without registration can face fines of Rs. 300,000 to Rs. 4 million and closure.
How did Punjab’s school safety rules pile up, from December 2025 to October 2026?
The rules arrived in four waves. Rawalpindi acted first in December 2025. The province then ordered a safety app and panic buttons in March. Registration rules and three building collapses raised the pressure from May.

The human cost explains the speed of change. A school roof fell in Dera Ghazi Khan on 7 May and killed four children. Two Lahore collapses on 30 June and 2 July killed 15 more, as ProPakistani reported. Officials then sent notices to 744 unregistered institutions in one day.
Which rules apply to your school, and which stop at your district border?
Some rules cover every private school in Punjab. Others come from one district office. You should sort them before you plan any spend.

District orders differ from town to town. You should ask your District Education Authority, or DEA, which orders cover your school. You should also keep a copy of each reply.
What must you hold on paper before you open the doors?
The 4 May rules moved registration to a central online portal. ProPakistani lists the papers a school must show. Which of them do you already hold?

- Proof that 10 percent of admissions go to students from underprivileged backgrounds

Officials admitted in May that hundreds of private institutions ran without complete papers, approved maps or safety clearances. Many used rented houses or old structures. You should scan every paper into one folder. An inspector may ask for the full set on the same day.
How do you get a building fitness certificate now that C&W has stepped back?
The Communication and Works Department, or C&W, stopped issuing these certificates. Dunya News reports that every private school must now get one from a civil engineer or engineering firm registered with the Pakistan Engineering Council, or PEC. No school gets registration without it. The School Education Department told every deputy commissioner and CEO Education to enforce the rule.

You should start early. Older buildings and added floors take longer to assess. Reports say the Kahna centre ran inside a residential property where construction work was under way. A certificate protects children first and your registration second.
What must stand at your gate and along your walls?
Rawalpindi’s District Education Authority published the most detailed list in December 2025. Dawn reported that private schools there must follow 14-point security SOPs. The table shows the items that Dawn names.

Dawn adds that the District Education Authority CEO gave schools two days to finish and file a completion report. He warned of legal action for any breach. Other districts can issue similar orders. You should treat the table as a model for your own gate.
How does your school plug into the Safe City system?
The Punjab Safe Cities Authority, or PSCA, runs the Public Safety App. A 13 March 2026 notification/new update told all public and private schools to link panic buttons to it. School registration on the app followed within days, with A Plus, A and B category schools first. Reports say surprise visits can check whether the app works on your premises.

The link grew fast. More than 30,000 institutions and about 130,000 teachers and security staff had joined by 1 August. Representatives update a security status three times a day. Panic button installation has reached its final stage.
What do road, bus and hygiene rules add to the list?
The May rules reach beyond the school gate. Schools on main roads need zebra crossings and clear signage. Each school must also offer transport to at least 50 percent of its students. Anti-dengue SOPs and proper sanitation complete the list.

Private school groups back stricter safety checks. They object to broad action against every private school. They ask for fair and transparent inspections, as ProPakistani reported in July. You should keep your papers ready, because a registered school with clean records holds the strongest case.

How do you prove to an inspector that your school follows the rules?
